Obituary

Billy Ray Deal, 82, of Cumberland, Kentucky, passed away suddenly on April 1, 2026, at Harlan ARH Hospital.

Bill was a man defined by his heart—steadfast, generous, and deeply devoted to the people he loved. Above all else, he cherished his family. He was the kind of father, grandfather, and friend who gave his whole heart without hesitation. If Bill loved you, you knew it—he loved fully, fiercely, and without condition.

He was self-employed, taking great pride in his work as a painter, a craft he truly enjoyed. He also served at the United States Postal Service in Cumberland, where he built lasting friendships and valued the camaraderie of his work family. Bill proudly served his country in the United States Army, and he loved sharing stories from his time in service with family and friends.

Bill found joy in life's simple yet meaningful moments—casting a line while fishing, enjoying his favorite television shows like The Andy Griffith Show, classic westerns, The Three Stooges, and Columbo, spending time looking through his comic collection, and working crossword puzzles. He also loved sharing stories and jokes that could light up any room and offering advice rooted in wisdom and life experience. He was always ready to lend a hand to anyone in need, never thinking twice about helping others. Known for his stubbornness and strong will, those traits were matched only by his loyalty and unwavering love for his family.

He was preceded in death by the love of his life, his wife, Julia Birman Deal; his parents, Oscar and Lola Deal; his siblings, Jewel Cozart, Jack Deal, Shirley Deal, and an infant sister.

Left to carry on his legacy are his companion, Kimberly Helton; his sons, Charles Ray (Amanda) Deal, James (Teresa) Deal, and Shane (Matanda) Deal; his grandchildren, Alexis (Zay) Simmons, Tori Deal (Joe), Breanna (Dalton) Franks, Mia Deal, Jasmine Deal, Emily Deal, Chloe Shelton, and Grant Shelton; his great-grandchildren, Cole Byrd, Walker Byrd, Maverick Franks, and Tatum Simmons; special friends, Windel and Jamie; and a host of family and friends. Bill's life was a testament to love, resilience, and the importance of family. His presence will be deeply missed, but the love he gave so freely will live on in all who were fortunate enough to know him.

Visitation will be Monday, April 6, 2026, at the Tri City Funeral Home from 11 am until the funeral hour.  His funeral service will be at 1 pm with the Reverend Jess Dixon officiating. Entombment will follow at Resthaven Cemetery with family and friends serving as pallbearers. Military honors will be performed by the Harlan Honor Guard at the Resthaven Chapel.
