Billy Joe Rowe, 60, of Evarts, departed this life suddenly on Friday, August 8, 2025, at his home. Born October 29, 1964, in Harlan to the late Charles and Stella Rowe, he was a lifelong resident of the Cloverfork area. Billy Joe worked at the Evarts Sawmill for several years. He was bighearted and would do anything for anyone; he was a loving father and grandfather. He enjoyed collecting model cars, guns and knives. He believed in the Holiness faith.

In addition to his parents, he is preceded in death by a sister, Janie Elliot; an infant brother; his father and mother-in-law, Johnson and Ellen Risner; and four brothers-in-law, Walter Risner, Michael Risner, James Stokes and Bill Middleton.

Survivors include his loving wife of 35 years, Joyce Marie Risner Rowe, Evarts; two children, Audie Cox and wife, Bertha, Cotes; and Natasha Carroll and husband Marc, Cranks; three brothers, Mike Rowe and wife, Amy; Bobby Rowe and wife, Vickie, all of Baileys Creek; Pete Rowe and wife, AJ; a sister, Marjorie Randolph and husband, Rick, all of Todd County, KY; a special friend who was as close as a brother, Silis Thompson, Evarts. Also surviving are six grandchildren, Logan, David, Justin, Emily, Alyssa and Marie; one great-grandchild Reed Ivey Gibson; and a host of nieces, nephews, other family and friends.

Visitation for Billy will be held Wednesday, August 13, 2025, from 12 noon until the funeral home. Funeral services will begin at 2 pm in the Chapel of the Evarts Funeral Home with the Reverend Michael Brock officiating.

Burial will follow in the McMillon Family Cemetery at Cotes with his family and friends serving as pallbearers.
