Obituary

Curtis Allen Stallard Evarts, Harlan County, Kentucky

Curt Stallard, a dedicated public servant, a devout man of God, and a beloved "Dad" and "Papaw," passed away on 16 April 2026.

A pillar of the Harlan County community, Curtis dedicated his life's work to the service of his neighbors. Before his years in public service, he began his career as the local town barber, proudly carrying on the family business and building lasting relationships with the people of Evarts one conversation at a time. His distinguished career in public office later began as a District Magistrate, where he served as a steadfast advocate for his constituents, before he was elected to serve as the Harlan County Jailer for twelve years. During his tenure, Curtis was recognized not only for his administrative discipline but for his visionary approach to restorative justice and fiscal responsibility. He pioneered the county's first Inmate Agricultural Work Program, transforming vacant land into a high-yield garden that produced the vast majority of the facility's food. This landmark initiative provided inmates with the dignity of labor and practical skills, while simultaneously slashing budgetary expenditures and saving Harlan County resources.

Beyond his career, Curtis was a man of many talents and an outdoorsman at heart. A lifelong hunter, he found peace and joy in the woods, a passion he carried with him throughout his entire life. He was also an avid and accomplished marksman, frequently competing in gun competitions where his skill earned him numerous first-place finishes. Those who knew him well will remember his discipline, sharp eye, and the steady hand he brought to everything he did.

He loved his family more than his own life, cherishing his children, grandchildren, and great grandchildren above all else. To them, he was a source of strength and wisdom. He leaves behind a legacy of service, honest redemption, and a family that will miss him beyond measure. Above all, Curtis was a man of profound faith and humility. He was a devout Christian who shared the Lord's word with everyone he met, often telling friends and strangers alike that he wanted to "stroll through heaven with you." Curtis was never one to shy away from his own flaws or past regrets. He believed the smartest man in the room was the one who learned from the mistakes of others, and he shared his own story openly in the hope that others could learn from his. He was a constant source of encouragement to those struggling, firmly believing that if he could surpass his mistakes, anyone could with the help of the Lord.

He is survived by his daughter, Rhonda Rose; his son, Lee Stallard and spouse Shannon Stallard; his grandchildren, Rebecca Johnson, Gabe Stallard and spouse Brooke Stallard, and Cameron Rose; and his great-grandchildren, Treyson Johnson, Emerson Johnson, and Carson Stallard. He is also survived by his brother, Nathan Stallard and spouse Brenda Stallard.

Curt was preceded in death by his father, Cecil Stallard; his mother, Jean Stallard; his brothers, Herbert Stallard and Earl Stallard; and his grandchild, Luke Stallard.
