Obituary

Deborah Kay "Debbie" Turner Troutman, 70, of Evarts, departed this life suddenly on Sunday, March 22, 2026, at the University of Kentucky Medical Center in Lexington. Born August 15, 1955 in Harlan County, she had lived here all of her life. Debbie met and later married her husband, Bill Troutman, on Valentines Day in 1979, and together they built a life and a family. It was rare to see one without the other. She devoted 29 years of her life to the Harlan County Board of Education helping children in classrooms at the Black Mountain Elementary School. She "Loved them babies" as she said many times, and they loved her. After she retired, you could find her on the porch with Bill enjoying her coffee and as she said, "Trying to keep Bill straight" and taking care of Asher, who was her whole world. Debbie believed in the Baptist faith.

She is preceded in death by her husband, James F. "Bill" Troutman; her parents, Walter and Mable Turner; two sisters, Mary Lynn Turner and Charlene Toscano; and seven brothers, Justin, Calvin, Kilburn, Luther, David, Elmer and Sammy Turner.

Survivors include two children, Laura Troutman Posey and husband, Jamie, Tazewell, TN; and James F.W. Troutman II and Whitney Mitchell, Loyall; two sisters, Mayrene Tolliver, Bledsoe; and Laura Dicks and husband, Lee, Lexington; and a brother, Denver Turner, Evarts. Also surviving are three grandchildren, Anna Posey, Rhett Posey and Asher James "AJ" Troutman; and a host of nieces, nephews, other family and friends.

Visitation will be held at the Evarts Funeral Home on Wednesday, March 25, 2026, from 12 noon until the funeral hour. Funeral services will begin at 2 pm in the Chapel with Pastor John Luttrell officiating.

Burial will follow in the Evarts Memorial Gardens with family and friends serving as pallbearers.
